第二轮承包即将开始,为了搞好新一轮承包,笔者对新任承包者提出如下13条建议。一、要加强调查研究,不要脱离实际。新上任的领导,要摸清厂情,了解职工心情,掌握市场行情。在调查研究的基础上,有的放矢地科学的作出决策,不要急于求“绩”,要慎重,下好每“一着棋”,力求旗开得胜,步步为营。二、要保持政策的连续性、稳定性,不要全盘否 The second round of contracting is about to begin.
