In 2000, a capital city in north China conducted tests on the junior high school education level of nearly 3,000 freshmen at 21 secondary vocational schools. The results showed that the average freshmen’s English score was 38 (out of 100) with a pass rate of 12.1%. In 2001, the relevant departments of a certain municipality directly under the Central Government investigated and tested more than 16,000 freshmen in secondary vocational schools (accounting for about one quarter of the enrollments of secondary vocational schools in the city in that year) according to the basic requirements of junior high school education.
