本文首先利用三阶段DEA模型和DEA-Window模型对“十一五”期间17个重点省市服务外包产业的承接效率进行分析,研究发现:“十一五”期间,辽宁省在服务外包产业的投入产出效率上连续多年处在效率前沿面上,是其他省市学习的标杆;上海的表现仅次于辽宁,是辽宁省的强劲竞争对手;陕西省投入产出效率快速提升,呈现出赶超的趋势;安徽省的表现不尽如人意,呈现日益下降的趋势。其次对三个特色省市“十一五”期间服务外包产业的发展进行了比较分析。最后对辽宁省服务外包产业的未来发展战略提出了相应的对策和建议。
In this paper, we first use the three-phase DEA model and the DEA-Window model to analyze the succession of service outsourcing industries in 17 key provinces and cities during the 11th Five-Year Plan. The results show that during the 11th Five-Year Plan period, The efficiency of input-output of service outsourcing industry has been in the forefront of efficiency for many years in succession. It is the benchmark of learning in other provinces and cities. Shanghai is second only to Liaoning in Liaoning Province and a strong competitor in Liaoning Province. Input-output efficiency in Shaanxi Province is rapidly increasing , Showing a trend of catching up and surpassing. The performance of Anhui Province was not satisfactory and showed a declining trend. Second, the author compares and analyzes the development of service outsourcing industry in three special provinces and cities during the 11th Five-Year Plan period. Finally, it puts forward corresponding countermeasures and suggestions to the future development strategy of service outsourcing industry in Liaoning Province.
