近日,为落实国务院大气污染防治行动计划,国家能源局正在加紧制定《煤电节能减排升级改造行动计划》,以降低度电煤耗和煤电污染物排放,提升电煤比重和能效水平。目前,行动计划初稿已成形,并向发电企业征求意见。按照中央财经领导小组第六次会议要求,我国将提高煤电机组准入标准,对达不到节能减排标准的现役机组限期实施改造升级。国家能源局将综合利用行政手段和市场手段,推进煤电企业落实升级改造计划。这包括修改拟定技术标准,分地区、分企业签订节能减排目标任务书,出台有关土地、财税、电价、信贷等政策。
Recently, in order to implement the action plan of air pollution prevention and control of the State Council, the National Energy Administration is stepping up the “Action Plan for Upgrade and Reconstruction of Coal-fired Energy-saving and Emission Reduction” in order to reduce the consumption of coal and the discharge of coal-electricity pollutants and the proportion of coal and energy efficiency. At present, the first draft of the action plan has been formed and solicited opinions from power generation enterprises. In accordance with the requirements of the sixth meeting of the Central Financial and Economic Leading Group, China will increase the access standards for coal-fired power units and implement transformation and upgrading within the deadline of active units that fail to meet the standards for energy conservation and emission reduction. National Energy Administration will make full use of administrative measures and market instruments to promote coal-fired enterprises to implement the upgrade plan. This includes the revision of the drafting of technical standards, sub-regions and sub-enterprises to sign the task book on energy conservation and emission reduction and promulgation of policies on land, finance and tax, electricity prices and credit.
