随着我国改革开放的深入和社会主义市场经济的建立,各高等学校内部管理体制改革措施纷纷出台并完善配套,逐步走向内部管理体制规范化。云南广播电视大学自1992年初就酝酿讨论方案、宣传发动群众,1993年2月制定并经主管部门批准颁布实施《内部管理体制改革总体方案》。方案实施两年多来,极大地调动了学校各方面的积极性,优化了教师队伍结构,促进了人才合理流动,推动了学校教学质量、科研水平和办学效益的全面提高。方案得到了社会和全体教职工的认可和接受。方案在总结两年经验的基础上又经修改完善,继续实施。这必定会对我省电大教育今后的改革和发展起到更大的推动作用。 本文就我校实施内部管体制改革的基本做法和经验以及今后的发展进行探讨。
With the deepening of China’s reform and opening up and the establishment of a socialist market economy, various measures for the reform of the internal management system of institutions of higher learning have been introduced and improved one after another, gradually moving toward the standardization of the internal management system. Yunnan Radio and Television University since early 1992 to discuss the program brewing, publicity to mobilize the masses, in February 1993 to develop and approved by the competent department promulgated and implemented the “overall reform of the internal management system.” Over the past two years since the implementation of the program, it greatly mobilized the enthusiasm of schools in all aspects, optimized the structure of teachers, promoted the rational flow of talents, and promoted the overall improvement of school teaching quality, scientific research and school running efficiency. Program has been recognized by the community and all staff and acceptance. On the basis of summing up the two years of experience, the program has been revised and improved and continues to be implemented. This will surely give a greater impetus to the future reform and development of TVU education in our province. This article explores the basic practices and experiences of our school in implementing the reform of internal management system and its future development.
