进入 WTO 后,中国烟草业原来依靠国家专卖体制所维持的独占地位将因国外同业所要求的“国民待遇”而逐步削弱以致取消,面对国际跨国烟草集团的强劲冲击,目前中国烟草业中结构不合理,缺乏具有国际竞争力的大集团,中小企业居多的“小舢舨”各自为战的格局将难以承受,将在市场经济要素的开放中经受最严峻的考验,也就是说,中国烟草业中的跨国购并行为将不可避免。
