观察长三角、珠三角发展道路,对明确京津冀区域经济发展目标、路径有重要借鉴意义。珠三角需要产业升级1980年,国家正式设立深圳、珠海、汕头和厦门4个经济特区,1988年又增加了海南省。在经济特区的带动下,珠三角成了我国最先快速发展的地区。珠三角最大的特点,也是最大胆、最成功的尝试,就是在与港澳以及东南亚紧密联系,着力发展外向型经济的同时,直接参与了国际产业链的调整与循环。但是这种模式却在战略上出现了急功近利的偏颇：
