1898年中东铁路工程局迁至哈尔滨,中俄之间的交涉日益增多,吉林、黑龙江相继建立铁路交涉机构,杜学瀛曾任吉林铁路交涉总局会办,驻哈尔滨负责吉林铁路交涉事宜。日俄战争后,署理吉林将军达桂与暂署黑龙江将军程德全联名请求添设哈尔滨关道,获清廷批准,杜学瀛署理哈尔滨关道,与沙俄中东铁路管理局开展了诸多交涉事宜。除对俄铁路交涉之外,还开展主权交涉、土地交涉、税务交涉等。从杜学瀛履职情况看,哈尔滨关道无疑是以海关道成例设立的地方外交交涉机构,不是地方一级行政建制。
In 1898, the Middle East Railway Engineering Bureau relocated to Harbin. The negotiation between China and Russia was increasing. Jilin and Heilongjiang established railway negotiation agencies one after another, while Du Xueying served as the general manager of Jilin Railway Negotiation Administration and was responsible for negotiating the Jilin Railway in Harbin.
