本文以温州市出租车经营权拍卖为案例来研究管制行业是如何在政府管制放松下获取到行业市场化机会的,并分析因重新分配管制租金而引起的管制行业绩效提高的变化。对本案例研究发现,政府通过竞价方式配置管制租金所引起的租值耗散是最有限的;且政府对出租车营运管制的放松或退出非但未引发令人担心的管理失控的后果,相反,政府借此得以走出管理效率低下的困境。
This paper takes Wenzhou taxi auction as a case study to find out how the regulated industry can get market-oriented opportunities under government control. It also analyzes the changes in regulatory performance that result from the redistribution of control rent. In this case study, it is found that the government rent distribution caused by the allocation of control rent through bidding is the most limited.
