中国人民银行、国家经贸委、国家工商行政管理总局、国家税务总局日前发出《关于规范黄金制品零售市场有关问题的通知》,改革黄金制品零售管理审批制,取消黄金制品零售业务许可证管理制度,实行核准制。通知说,经营黄金制品零售业务的单位,应经所在地人民银行分行、营业管理部,省会(首府)城市中心支行,深圳市中心支行核准,并领取《经营黄金制品核准登记证》。当地工商行政管理机关和税务部门凭人民银行核发的《核准登记证》办理营业执照、税务和消费税认定登记手续。核准行自接到申请经营黄金制品零售业务报告之日起,40个工作日内,对符合经营黄金制品零售业务开办条件的申请单位,核发《核准登记证》。对不符合条件的,应当出具不予核准的书面通知。今后我国将允许开办黄金制品零售连锁店,允许黄金制品零售企业设立分支机构经营黄
