近年来,海南省各级纪检监察机关紧紧围绕党委、政府的中心工作,加大行政监察力度,积极推动政府转变职能、公开权力运行、依法行使权力,为建立法治政府提供强有力的纪律保障。规范政府行政行为,着力解决权力运行中存在的突出问题。海南省从规范政府行政决策、执行、监督等环节入手,积极化解行政权力运行中容易诱发腐败的风险。规范权力运行,实行“一把手”不直接管人事、财务审批、工程项目的“三不直管”制度;推进经济领域廉政风险防控机制建设,确保土地、规划、建设等部门权力运行规范、流程清晰。加强部门立法监督,在全省开展制度廉洁性审查,清理各类规范性文件18956件,对新制定的215件规章和规范性文件提出修改意见216条,采纳率达91.1%。规范行政决策,健全完善政府重大行政
