司法知情权是公民知情权的重要组成部分,当前司法知情权并不令人满意,其原因之一就在于专业化的司法行为与社会民众之间缺乏有效的信息沟通。能否将现代社会宣传工具——新闻发言人制度引入司法领域,以加强司法机关与社会的沟通,妥善处理司法与媒体的关系,实现公民司法知情权?本文试探讨新闻发言人制度在检察机关建立的可能性、必要性及其具体建构,以期把这一有效的宣传制度引入检察机关,使之发挥应有的作用。
Judicial right to know is an important part of citizens’ right to know. At present, one of the reasons why the right to know the law is not satisfactory is that there is a lack of effective information communication between specialized judicial acts and the public. Can the modern social propaganda tool - spokesman system be introduced to the field of justice in order to strengthen the judicial organs and the community to communicate properly handle the relationship between the judiciary and the media, to realize the civil judicial right to information? This article attempts to explore the spokesman system in the prosecution The establishment of the possibility, the necessity and its specific construction, with a view to bringing this effective propaganda system into the procuratorial organs to make it play its due role.
