在中央“大矿大开”、“小矿放开”、“有水快流”、“两个一齐上”一系列方针政策指引下,河南省地方煤矿发展很快。为了使地测工作适应新形势的要求,省地方煤矿公司于11月20日—21日召开了为期两天的地测工作座谈会。
