改革开放以来,中国经济在取得举世瞩目的成就的同时,社会矛盾和社会冲突正在逐年加剧。出于经济与社会同步发展的需要,一些地方政府正在探索新的解决机制,并形成了丰富的改革经验。本文着力探讨地方政府改革得以持续的动力机制。与既有的“自上而下的改革模式”和“自下而上的改革模式”不同,顺德区容桂街道“简政强镇”事权改革的案例表明,“上级驱动”、“基层推动”、“主体主动”是地方政府改革得以持续的原因,唯有三个因素之间的相互支持与配合才能提升地方政府改革的成效。我们认为,对容桂街道改革经验的分析可以为如何强化地方政府改革效果提供某种思路。虽说容桂街道“简政强镇”事权改革得以持续与地区非制度性因素有关,不能照搬到其他欠发达地区,但这一改革仍然给省内其他县市,乃至全国其他地区地方政府改革提供了示范。

In our opinion, the analysis of the experience of Ronggui Street reform can provide some ideas on how to strengthen the effect of local government reform. Although the reform of the rights and jurisdiction of Ronggui Street has continued to be related to non-institutional factors in the region and can not be copied to other underdeveloped areas, this reform still provides reform to local government in other counties and cities in the province and other parts of the country demonstration.
