水利工程施工成本管理决定企业效益,遵循成本管理原则,加强成本控制管理,重点是施工前的成本管理、施工中的成本管理、竣工前后的成本管理这三个方面。笔者根据多年水利工程一线施工经验,控制成本的同时保证施工质量,从而有效地提高经济效益,避免不必要的浪费现象,同时考虑到不确定因素、工程难易程度以及分包、承包等多方位分析,控制成本与确保质量并不冲突,甚至可以相辅相成。
