第一届全国人民代表大会第二次会议听取了国务院副总理兼国家计划委员会主任李富春关于发展国民经济的第一个五年计划的报告,讨论了中华人民共和国发展国民经济的第一个五年计划草案,一致认为:中国共产党中央委员会和毛泽东主席主持拟定的我国发展国民经济的第一个五年计划,是全国人民为实现过渡时期总任务而奋斗的带有决定意义的纲领,是和平的经济建设和文化建设的计划。这个计划所规定的方针、任务和政策都是正确的,投资比例和各项指标都是切合实际的和命题的。这个计划的实现,将为我国社会主义建设和社会主义改造的事业奠定良好的初步的基础,从而促进国家的富强和人民的幸福。因此,大会决议:一、通过中华人民共和国发展国民经济的第一个五年计划,并同意李富春副总理关于发展国民经济的第一个五年计划的报告。
The Second Session of the First National People’s Congress heard a report by Li Fuchun, vice premier and director of the State Planning Commission, on the first five-year plan for developing the national economy and discussed the first five years of the People’s Republic of China’s national economy The draft plan unanimously agreed that the first five-year plan for the development of our national economy as formulated by the Central Committee of the Communist Party of China and Chairman Mao Zedong presided over is the decisive program for the entire Chinese people to strive for the overall task of the transitional period and is a peaceful Economic construction and cultural construction plan. The guidelines, tasks and policies set forth in this plan are correct. The investment ratio and various indicators are realistic and propositionual. The realization of this plan will lay a good initial foundation for the cause of our socialist construction and socialist transformation so as to promote the prosperity of the country and the happiness of the people. Therefore, the General Assembly resolutions: First, through the People’s Republic of China to develop the national economy in the first five-year plan, and agreed with Vice Premier Li Fuchun on the development of national economy in the first five-year plan report.
