目的比较中美卫生统计调查制度的差异。方法从卫生统计机构、法规、调查项目和信息化四个方面进行比较研究。结果我国卫生统计调查制度有自身独特的一面,但也存在诸多挑战。统计信息的传递和交流相对较慢、数据发布和共享的立法尚有欠缺、调查项目多样化和调查内容有待完善等。结论卫生统计信息管理和协调、数据隐私权的立法有待加强,建议完善数据发布政策,确保数据的可及性和共享性;结合热点健康问题开展多样化的专项调查。
Objective To compare the differences between China and the United States in the health survey system. Methods A comparative study was carried out from four aspects of health statistics institutions, laws and regulations, investigation items and informationization. Results China’s health survey system has its own unique side, but there are also many challenges. The transmission and exchange of statistical information are relatively slow, the legislation on data release and sharing is still lacking, the diversification of survey items and the content of the investigation need to be improved. Conclusion The legislation of health statistics information management and coordination and data privacy right need to be strengthened. It is suggested to improve the data release policy to ensure the accessibility and sharing of data; and to carry out diversified special investigations based on hot-spot health issues.
