水利是国民经济的基础产业,工程建设监理制的全面推行,与项目法人制、招投标制、合同管理制一样,已经成为工程建设中不可或缺的重要一环。本文通过监理实践经验,分析了现阶段水利工程建设监理行业发展中普遍存在的问题,并提出了一系列具有针对性的建设措施,探讨了促进监理事业发展的一些具体做法。
Water conservancy is the basic industry of the national economy. The full implementation of the project supervision system has become an indispensable part of the project construction, just like the project legal person system, bidding system and contract management system. Based on the practical experience of supervision, this paper analyzes the problems existing in the current development of supervision and management of water conservancy construction projects and puts forward a series of targeted construction measures to explore some specific measures to promote the development of supervision.
