1986年,全国职工教育和成人教育工作会议提出开展岗位培训后,全国一些地区、行业和企业积极创造条件进行了制定岗位规范和开展岗位培训的试点工作。据1989年统计,参加岗位培训的工人已达1993.5万人次。但由于理论准备不足,受劳动人事及分配制度改革不配套等方面制约,因而在工人岗位培训、制定岗位规范等方面仍存在不少问题,这项工作仍处于一个逐步认识、逐步探索、逐步深化的阶段。现将有关情况综述如下:
