我国内河港口建设在向市场转变过程中遇到困境。港口系一项基础设施,但要按一个独立法人企业去全部贷款建造。而港口的收费又不能太高,否则会降低内河运输竞争能力。国营港口企业也竞争不过那些因陋就简、靠人力装卸的小港点。每个全部靠贷款建设的河港,大都无还款能力。因此在山东京杭运河上,即使当前年输出煤炭600万吨,却无一个按正规建设的港口,倒是出现了100多个乡、镇小港点。这些小装船点,大都由当地群众在河、湖边划出一块土
