发展教育事业是实践江泽民同志“三个代表”重要思想的必然要求,因为教育事业承担着培养作为生产力中最活跃要素的人才的历史重任,承担着传承和弘扬先进文化的历史重任,承担着满足人民群众日益高涨的接受高质量教育需求的历史重任。基础教育特别是义务教育是教育事业的基石,对实施科教兴国战略、加速国家和城市现代化进程具有基础性、先导性和全局性的重要作用。在基础教育体系中,初中教育是相对比较薄弱的环节,人民群众对尽快提升初中教育质量呼声十分强烈。今年9月召开的上海市初中教育工作会议宣布,上海将全面启动“加强初中建设工程”,以此为抓手促进基础教育特别是义务教育的均衡化和现代化发展,建设与上海现代化国际大都市城市定位相匹配的现代教育体系。为此,本刊编发上海市徐汇区、闸北区、虹口区教育局三位局长的专文。三篇文章围绕贯彻“三个代表”思想和全面推进教育观念、体制、内容、方法创新的要求,从不同角度阐述了提升初中办学水平和教育质量的工作思路。从他们的文章中,我们不难体会,解放思想、实事求是、与时俱进、开拓创新,将是上海基础教育前进发展永恒的动力之源。

Basic education, especially compulsory education, is the cornerstone of education and plays an important, guiding and overall role in implementing the strategy of rejuvenating our country through science and education and accelerating the process of national and urban modernization. In the basic education system, junior high school education is a relatively weak link, and the masses of the people are very strong in raising the quality of junior high school education as soon as possible. Shanghai’s junior high school education conference held in September announced that Shanghai will comprehensively start the “strengthening junior high school construction project” as a starting point to promote the balanced and modern development of basic education, especially compulsory education, and to build a modern metropolis with Shanghai Modern education system with matching city orientation. To this end, this issue compiled Shanghai Xuhui District, Zhabei District, Hongkou District Bureau of Education, three chiefs of the text. In accordance with the requirements of carrying out the “three represents” thinking and promoting the concept, system, content and method innovation of education in an all-round way, the three articles elaborate the working train of thought to enhance the level of secondary school education and the quality of education from different angles. From their articles, we can easily understand that emancipating our minds, seeking truth from facts, advancing with the times, and pioneering and innovating will be the source of eternal motivation for the progress of basic education in Shanghai.
