黑龙湾地区(以下简称港区)种植业抗灾稳产高产技术,是黄淮海平原中低产区综合发展与综合治理攻关项目的一部分。从1983年开始,在国家科委的统一部署下,我省由农科院、河北农大、省科学院及港区七地市的有关单位,组成中低产科技攻关协作组,承担了这项任务。参加攻关的技术人员共540多人,在不同类型区设立14个应用研究基点
