吴彭年,字季篯,浙江绍兴府余姚县人,18岁中秀才,颇擅诗文。年少英敏,气度豪迈,富有才干。后流寓广东,定居于广州府顺德县。1895年4月,以县丞赴任台北。适《马关条约》签订,清廷割台湾与日本,因滞留台南。刘永福闻其才,延为幕客,任记室,掌管地方文卷,兼参赞军务.当时,戎马倥(亻总),军书旁午,批答公文,多出其手。刘永福以其韬钤谙熟,胆略过人,深为器重,倚为左右手。是年6月23日,日军占领新竹,台北一府全陷敌手。台湾道陈文(马录)有内渡回籍之意,适道员易顺鼎由南京至,刘永福则命吴彭年致书易顺鼎,请暂署台湾道。易顺鼎提出:倭寇已逼台中,愿统一军往拔,兼谋恢复台北。刘永福采纳此议,即命易顺鼎统领福军先锋左营、镇海中军副营、道标卫队
