我国的高层建筑从七十年代开始日益增加,特别是旅馆和住宅……但是争议也很多,不仅仅是技术经济问题。唐山大地震后,关于高层建筑的防灾问题也日渐受到重视,实际上任何新生事物的发展过程都必然要克服一系列的矛盾。所以既不可以“偏”概“全”、“因噎废食”,也不应“草率从事“盲目”“上”“下”。高层建筑的设计,不仅仅是其本身的技术经济问题,而是涉及城市规划、科学试验、建筑材料、施工方法以及市政设施和防震、防火……等宏观的环境科学问题,因而是战略性的宏观决策问题而不是战术性的技能与技巧问题。本文从国外高层建筑的发展概况,受灾的经验和教训;针对性的科学研究和全面的防灾规划和设计的动态与信息;并适当结合我国的实际情况等几个方面概述高层建筑发展的前提条件和应有的战略观念,以期从
