人力资源开发与利用的主体内容与和谐社会理念的核心思想具有高度的一致性。随着知识经济的发展与和谐社会构建的深入推进,人力资源开发利用体系的构建也应当置于和谐社会理念的框架之下。现有的人力资源开发利用体系中,尚存在一些不和谐的因素,在一定程度上制约着和谐社会构建的进程。建立以普及新理念、完善教育制度、实施科学就业战略为主要内容的宏观人力资源开发利用体系就显得尤为重要。
The main content of the development and utilization of human resources and the core idea of a harmonious society have a high degree of consistency. With the development of knowledge-based economy and the further development of building a harmonious society, the construction of human resources development and utilization system should also be placed under the framework of the concept of a harmonious society. In the existing system of exploitation and utilization of human resources, there still exist some factors of discord, which to a certain extent constrain the process of building a harmonious society. The establishment of a macro-human resources development and utilization system that takes the popularization of new ideas, perfecting the education system and implementing the scientific employment strategy as its major topics is particularly important.
