自2003年7月1日起,从事新建、扩建、改建房屋建筑工程和市政基础设施工程建设活动的建设单位、勘察单位、设计单位、施工单位和施工图审查机构、工程质量检测机构、监理单位违反法律、法规、规章所规定的质量责任和义务的行为,以及勘察、设计文件和工程实体质量不符合工程建设强制性技术标准的情况,将被建设行政主管部门或其委托的工程质量监督机构记录备案,通过业内媒体公布曝光至少半年以上,结果也将与企业资质年检挂钩。2003年6月4日,建设部发布《建设工程质量责任主体和有关机构不良记录管理办法(试行)》,对此作出详细规定,引起业界及社会各界广泛关注。日前,本刊记者就该办法出台的有关情况,独家采访了建设部工程质量安全监督与行业发展司副司长徐波。
