With the wide application of computer technology and the increasingly approaching of knowledge-based economy, the traditional enterprise organizational structure is developing in the direction of flattening and networking. The transformation of business organizations and the sharing of resources among enterprises are one of the characteristics of modern economic development. It will also lead to the change of human resource management organization and its functions. Outsourcing of human resource management functions is one of the representative forms.
