2001年以来,重庆市黔江区本着让利基层、有利发展的原则,合理确定乡镇财政管理体制,锁定债务金额,规范管理,严格奖惩,不但有效遏止了各乡镇债务的增长,还加快债务清偿步伐,到2004年底,共偿还乡镇债务3000余万元,已有9个乡镇全部偿清社会性债务。各乡镇都出现了一股齐头并进抓发展、勒紧裤带偿债务的良好局面,老百姓对乡镇政府的看法和态度有了很大改变。而放下包袱,谋划发展带来的轻松感觉,基层干部体会最多,感触最深。
