将传统的ＭＩＳ应用于与城市相关的信息管理领域，实际上是“只见树木不见森林”的操作，因为传统的ＭＩＳ无法与城市地图相连，从而不能从地理概念上进行操作。而一般的商用ＧＩＳ软件仅侧重于地图与属性信息的管理，又缺乏ＭＩＳ的辅助办公功能。本文提出以ＣＡＤ为基础、以图文链结为核心的城市管理信息系统模式，以解决ＭＩＳ和ＧＩＳ相结合的问题 Applying traditional MIS to city-related information management is in fact a “see no trees out of the woods” operation because traditional MIS can not be linked to city maps and can not operate geographically.
