企业社会负担决不是“时尚”话题,然而,正因为如此,才令我们不得不思考:为什么这样一个喊了多少年的问题,仍旧无法解“绝”? 为此,我们重点编发了《企业社会负担缘何屡减难轻》。文中列举的现象,在经历了20余年改革之后,仍触目惊心:企业承担的社会责任对企业发展已经造成巨大影响。当我们希望企业能够以迅猛势头发展的时候,却对这个存在许多年的问题已然熟视无睹、甚至麻木不仁。 除去加大企业负担,更致命的是,社会负担导致了利润的不合理流失、甚至导致企业要以失血方式给这些社会负担“输血”。在这个意义上看,这实质是一种并不合理的利润再分配。 本文作者认识到了问题的严重性,对积重难返的原因做了深刻的分析,并提出了解决问题的对策。这种三段论式论述,希望给政府决策人员提供一个思路,以彻底解决企业的社会负担问题。 当一个问题依然存在,那么这个话题就永远不会陈旧;对一个问题已然麻木之时,那么这个话题就更有必要“旧话重提”——这正是我们重点编发本文的缘由！本刊继续关注这个问题,欢迎大家来稿讨论。
