今后一个时期,是实施“九五”计划和实现跨世纪中长期战略目标的关键时期,乡镇企业能否保持良好的发展势头,实现第二飞跃,对于推动全市经济腾飞具有至关重要的作用。为此,特提出加快我市乡镇企业发展步伐的十项主要措施。(一)明确发展乡镇企业的指导思想。坚持“多轮驱动、多轨运行、分类指导、放手发展”的工作方针,本着“三个有利于”的原则,在乡镇企业发展上不看比例看效益,不看成份看发展,做到三不争,即冷热不争,成份不争,比例不争。坚持以发展集体企业为重点与因地制宜相结合,从实际出发,集体实力较强的乡镇村,集中力量大力兴办集体项目,加快发展集体经济;集体经济较弱的先启动私营经济,积极支持个体私营经济发展,增加原始资本积累,在发展中加强引导,逐步向联合经济、股份经济方向过渡。
