军工企业“三线”工厂是历史的产物,在我国军工体系的形成发展中作用是明显的,对军事经济正常运行的贡献也是巨大的。但随着国家战略重点的转移,由于这部分工厂驻地偏僻、交通不便、信息不灵、人才和技术的老化等,很难适应市场竞争的需求,在某种程度上危及到企业的生存与发展。军事经济理论界不少学者对此十分重视,曾专门撰文进行了较深入的探讨。笔者作为三线军工企业的一名实践者,也想就涉及到军工企业生存与发展的战略转移和规模问题谈一点看法,以供同行与理论界参考。
The “three-line” factory of military industrial enterprises is a product of history. Its role in the formation and development of the military industry system in China is obvious, and its contribution to the normal operation of the military economy is also enormous. However, with the shift of national strategic priorities, due to the remoteness of the factories, the inaccessibility of information, the lack of information, and the ageing of talents and technologies, it is difficult to adapt to the needs of market competition, and to some extent jeopardize the survival and development of enterprises. . Many scholars in the field of military economic theory have attached great importance to this and have devoted their articles to in-depth discussions. As a practitioner of the third-line military enterprises, the author wants to talk about strategic shifts and scale issues involving the survival and development of military industrial enterprises so as to provide reference for peers and theorists.
