时至今日,辽宁省辽中县村民傅玉兰还忘不了一年前那一天的场景。“那是下午3点多钟,潘局长在办公室里接待我,谈着谈着,他突然一手捂住脑袋,痛苦地说,玉兰啊,我头疼,你让我静会儿。”傅玉兰说,真没想到,过了不到两个小时,潘局长就倒下了。2008年5月9日18时,辽宁省辽中县原信访局局长潘作良送走最后一位上访群众傅玉兰后,又与有关同志研究案卷,突然昏倒在工作岗位上。经医院诊断为脑部大面积出血,抢救无效,于次日上午10时30分逝世,年仅43岁。
