“送温暖工程”是由全国总工会发起实施的为困境中的职工排忧解难的工程。 1991年,全国总工会在党中央和国务院的支持下作出决定:元旦、春节期间,工会开展“进万家门、知万家情、解万家难、暖万家心”的送温暖活动,给困难企业的职工送去党的温暖。自1992年起,全国总工会组织各级工会在全国开展了送温暖活动,为各地困难企业职工办实事、办好事。1994年4月,根据形势的发展和职工的需要,全国总工会决定把一年一度的送温暖活动拓展为“送温暖工程”,以实现送温暖活动的经常化、制度化、社会化。 1997年11月,全国总工会在全国工会实施送温暖、促进再就业经验交流会上提出了十条措施,旨在为困难职工送温暖,协助政府保障职工基本生活的同时,促进下岗职工再就业,增强职工的自我“造血”功能。 近年来各级工会围绕职工群众关心的热点、难点问题,以实施送温暖工程为载体,强化机制建设,协助政府和企业千方百计保障困难职工的基本生活,促进下岗
