本文基于对××市档案馆档案开放利用工作的调查,总结了当前我国综合档案馆档案开放利用工作中存在的一些问题:利用手续繁琐、划控使用范围模糊、缺乏针对档案开放利用工作的问责与考核机制、缺乏严格而规范的档案解密程序以及缺乏有效的执法监督机制。并侧重从档案开放利用政策与制度的角度,分析产生这些问题的原因。 Based on the investigation on the opening and utilization of archives archives in ×× City, this paper summarizes some problems in the current archives archives opening and utilization in our country: complicated procedures, ambiguous use of planning and control, and lack of aiming at the open utilization of archives Responsibility and assessment mechanism, the lack of strict and standardized file decryption procedures and the lack of effective law enforcement supervision mechanism.
