自苏联解体以来,美国白宫官员和航天专家纷纷涌入俄罗斯抢购航天用硬件。美国白宫1992年3月27日公开承认,现已购入“黄玉”号航天用核反应堆一台,价格为790万美元;静止等离子体推进器(整体结构)SPT一70型4台,价值20～30万美元。另外,美国空间系统/罗雷尔公司从俄方引进了更先进的等离子体推进器SPT—100型,等离子体喷射速度大约为15600m/s,俄方以商业卫星动力名义出售。
