1992年12月3—5日,京、津、沪三市科技期刊编辑学会的负责人、部分科技期刊的主编(或编辑部负责人),以及特邀的广东省和中国科技大学的代表共63人,在认真学习领会十四大精神的基础上,集中研讨了科技期刊如何适应由计划经济转向社会主义市场经济的新形势的热点问题。为适应科技期刊走向市场的要求,与会主编一致认为,转变办刊观念已到了刻不容缓的地步。主编们就“科技期刊是商品”展开了热烈而充分的讨论。科技期刊是传递科技信息的载体,它是物质产物,又是精神产物,在市场经济中科技期刊既然具有商品的基本属性,它就应该推向市场,受商品竞争机制的检验和市场经济规律的制约。同时,也要注意到作为商品的科技期刊所固有的特殊性,它不仅象物质商品那样满足人们的物质需要,而更应满足人们的精神需要,亦即它应具有社会和经济的双重效应,因此必须用不同于一般商品的政策加以对待。北京的中华医学会系列杂志、《农业经济问题》、《建筑技术》,上海的《大众医学》、《电世界》、《上海针灸杂志》,天津的《家庭·育儿》、《铁道物资科学管理》等刊的主编,介绍了他们转变观念,下海拼搏的经验,使与会者受益非浅。
