本文通过对华东地区某县灵活运用乡管政策并取得一定效果的调查,在分析其取得成效的动力、条件及操作方案的基础上,建立了实施乡管政策的基本模型。依据模型的基本步骤和主要内容,在分析影响实施乡管政策众多因素的交互作用后,提出如下观点:(1)在实施乡管政策前期,影响卫生行政部门实施态度的主要因素是期望值、实施难度、政策压力。(2)在实施过程中,影响实施效果的主要因素是乡政府的支持参与程度;当地经济条件;卫生行政部门本身的具体操作能力。并指出该县目前在实施乡管政策后存在的几个潜在的问题。
In this paper, based on a survey of the use of township management policies in some counties in East China and a certain effect, a basic model for the implementation of township management policies is established on the basis of analysis of the motives, conditions, and operational plans for achieving the results. Based on the basic steps and main contents of the model, after analyzing the interactions of many factors affecting the implementation of the township management policy, the following points are put forward: (1) In the early stage of implementing the rural management policy, the main factors affecting the implementation attitude of the health administrative department are the expected value and implementation. Difficulties, policy pressures. (2) In the implementation process, the main factors influencing the implementation effect are the degree of support of the township government, the local economic conditions, and the specific operational capacity of the health administrative department. It also pointed out that there are several potential problems in the county following the implementation of the township management policy.
