铜陵市是国家经贸委确定的中小企业信用担保体系首批试点和示范城市,于1998年开始探索中小企业信用担保体系的建立。铜陵市中小企业信用担保中心于1999年5月成立,在国家经贸委中小企业司的直接委托和帮助下,铜陵市组织有关经济、金融、法律等方面的专家,联合有关科研机构和院校,结合中小企业信用担保业务,研制开发一套系统软件,并与加拿大、德国、日本等国中小企业信用担保方面专家充分交流,听取意见,对系统软件进一步改进和完善。
