抓质量有两种不同的思路。一种是就事论事,直接抓产品和服务的质量;一种是立足于转变生产经营方式,抓增长和发展的质量。两种思路的效果是大不一样的。因为产品和服务的质量最终决定于增长和发展的质量。抓增长和发展的质量,才抓住了根本,才可收事半功倍之效。增长和发展是什么?是产量、产值吗?不是!当代科学讲的增长和发展是指可持续发展,即经济、社会和生态环境协调、和谐、持续发展,经济发展不以牺牲社会和自然生态环境为代价,当代人生存和发展不以损害后代的利益为代价。增长和发展的质量就是以是否实现了可持续发展为标准来衡量的。树立质量意识从根本上说就是要牢固地确立可持续发展现。
There are two different ways of thinking about quality. One is to discuss matters in light of the facts and directly grasp the quality of products and services. The other is to change the mode of production and management and grasp the quality of growth and development. The effect of the two ideas is quite different. Because the quality of products and services ultimately depends on the quality of growth and development. By grasping the quality of growth and development, we have only grasped the fundamental principle to get more out of our work and with less effort. What is growth and development? Is output, output? No! Contemporary science refers to the growth and development of sustainable development, that is, economic, social and ecological environment coordinated, harmonious and sustainable development, economic development without sacrificing the community and the natural ecology At the expense of the environment, the survival and development of the present generation do not come at the expense of the interests of future generations. The quality of growth and development is measured by whether sustainable development is the norm. To establish a sense of quality is basically to firmly establish the present situation of sustainable development.
