国务院9月13日发布《关于加快发展养老服务业的若干意见》,就完善养老服务业投融资政策,提出开展老年人住房反向抵押养老保险试点的政策意见。住房反向抵押养老保险(又称逆按揭、倒按揭、住房反向抵押贷款)作为一项金融创新产品,自2003年由中房集团孟晓苏总裁由西方引入后,国内理论界进行了充分的研讨,并在上海等地进行了试点和论证,但迄今为止未大面积推广,成效尚不显著。究其原因,除传统的观念和认知习惯之外,政策和金融环境是影响该产品推广的重要因素。笔者主要从住房反向抵押贷款的角度探讨其问题和解决方向。
