中国在继续作为资本流入大国的同时已经逐渐转变成为投资输出大国。企业“走出去”投资离不开金融支持,海外投资和项目建设的迅速发展也对我国对外投融资体系提出了新要求。我国海外项目建设和投资的许多东道国都是发展中国家和新兴经济体,其资金需求庞大。因此,为满足相关投资需求,我国需要为企业“走出去”与国际产能合作搭建投融资框架。本文以当前投融资合作的特点与问题为出发点,认真审视我国现行的投融资合作框架,研究如何坚持以企业为主体,特别是在面向欠发达地区投资一些大型项目时,以及如何在私人部门投融资服务“缺位”的情况下,积极发挥政府“补台”的作用,推进投融资合作,从而确保我国对外投资的可持续性,维护我国海外投资权益。
As China continues to flow into the big powers as capital, it has gradually transformed itself into a big investment exporter. The enterprise “going out ” investment can not be separated from financial support, and the rapid development of overseas investment and project construction has also put forward new requirements for China’s foreign investment and financing system. Many host countries for the construction and investment of overseas projects in my country are developing countries and emerging economies, which have huge capital needs. Therefore, in order to meet the related investment demand, China needs to build a framework for investment and financing for its cooperation with “going global” and international capacity. Based on the current characteristics of investment and financing cooperation and problems, this paper carefully examines the current cooperation framework of investment and financing in our country, examines how to adhere to the enterprise as the main body, especially when investing in some large-scale projects in underdeveloped areas and how to vote in the private sector Financing services “absence ”, actively play the role of government “make up ” to promote investment and financing cooperation, so as to ensure the sustainability of China’s foreign investment, safeguard the rights and interests of overseas investment in China.
