本文以作者对20余省(市)近百家涉密资质单位进行现场审查为基础,提出各级保密行政管理部门及其工作人员应树立“积极作为、靠前服务”的理念,在实际工作中,通过定向备课、定向培训、定向剖析、定向联系等方式,有针对性地帮助涉密资质单位查找不足和差距,提供支持;同时,还要广泛听取各方意见,不断研究改进工作,在构建新型健康政商关系的同时,提高涉密资质单位的管理水平,确保国家秘密安全。
