税收征管资料管理规范化是深化征管改革、完善征管手段、规范执法行为、统一征管流程的基础和关键。九七年,我局将之作为创一流项目列入重要议事日程,成立了“获嘉县国税局征管档案资料规范化管理领导小组”,制定了《税收征管资料规范化管理实施办法》,全局上下齐抓共管、群策群力,做了大量细致有效的工作,摸索出一套成功的管理经验与做法,为征管资料规范化管理奠定了坚实的基础。 一、管理人员专业化。县局与各基层单位分设专职档案室及档案管理人员,建立了县、乡两级专业化管理队伍,强化培训,提高素质。4月份,省局征管规程出台后,县局在组织系统学习的基础上,从361种表、证、单、书中,选取212种与实际工作联系紧密的常用文书填制成样表,采用“模拟操作与理论讲解、课前提问与课后出题”相结合的方式,组织全员集中封闭培训。随后县局综合管理科又深入基层,分片包干,针对实际工作中存在的问题予以现场解答,切实提高了国税人员的业务素质和实际操作技能,带出了一支懂理论、能操作、擅管理的专业化队伍。
