明确互联网时代的法治建设是政府治理能力现代化路径选择的前提与基础,对当前“五位一体”的法治建设具有引领、推动、规范和保障作用。从政府能力的构成和评价体系来分析互联网时代对政府治理能力提出的内在要求,决定了外在表现为政府治理能力现代化对强国和治国的路径选择,力争构建网络强国战略与依法治国方略的成功耦合,符合我国当前网络信息化建设的客观要求。
