行政不作为是一种违法的行政行为,它损害了政府形象,阻碍了经济发展,引发了一些事故事端,严重影响了干群关系。行政不作为形成的原因不仅在于相关法律法规不健全、行政机关权责不明确,也与我国目前的监督机制不健全,部分公务人员素质不高等密切相关。为此,要治理行政不作为,必须加强相关立法工作,完善行政责任机制,建立行政效能中心,强化监督机制,并且深入开展公务人员的职业道德教育和法律素养教育。
Administrative omission is an illegal administrative act, which undermines the image of the government, impedes the economic development, triggers some accidents and seriously affects the relationship between cadres and the masses. The reason for the formation of administrative omissions is not only that the relevant laws and regulations are not sound, that the powers and responsibilities of the administrative authorities are not clear, but also closely related to the current oversight mechanism in our country and the unsatisfactory quality of some public servants. To this end, we must strengthen the relevant legislative work, improve the administrative responsibility mechanism, establish the administrative efficiency center, strengthen the supervision mechanism, and carry out the professional ethics education and legal literacy education of civil servants in order to manage the administrative omission.
