对现阶段全国水利工程管理单位在城市供水过程中(非农业供水)普遍存在的征收难问题进行了研究。以某市水库与供水集团之间的征收矛盾这一个例进行深入剖析,探讨其形成原因及解决思路。呼吁各级政府和部门提高对原水费征收的重视,为水利工程管理单位的生存和发展提供良好的环境,从而保证水利工程效益得到最大化的发挥。
At present, the national water conservancy project management unit in the urban water supply process (non-agricultural water supply) universal collection difficult problems were studied. Taking an example of contradiction between expropriation of a reservoir and a water supply group in a certain city, this paper analyzes in depth and discusses its causes and solutions. Appeal to all levels of government and departments to raise the emphasis on the collection of raw water fees for the survival and development of water conservancy project management unit to provide a good environment in order to ensure the effectiveness of water conservancy projects to maximize play.
