正如进化论所表明的,事物的发展往往是外因和内因共同作用的结果,二者缺一不可。甚至内因往往比外因更为重要,原因是内因才能决定事物发展的方向和性质。台湾经济崛起的原因也是如此。遗憾的是当前主流观点过于强调日本殖民统治、美国援助等外在因素和条件,而将更为重要的内在因素忽略了。本文认为,包括日本殖民统治、美国援助等在内外在因素和条件,的确给台湾经济的崛起提供了一种可能,但只是一种可能。也正是由于这种可塑性,台湾的经济既有可能走向崛起之路,也有可能走向衰败之路。纵使在上述外在条件下,如果不是蒋硕杰和他的经济自由化观念改变了当时台湾经济改革的实际主导者尹仲容,其经济很可能不是崛起而是另一种结果。因此,我们认为在台湾经济崛起这一历史进程中,真正居于重要位置的是,蒋硕杰和他传播的经济自由化这一观念。因为正是它决定了台湾经济发展的方向和性质。
As the evolutionary theory shows, the development of things is often the result of external factors and internal factors, both of which are indispensable. Even internal causes are often more important than external causes because internal causes determine the direction and nature of things. The same is true for the rise of Taiwan’s economy. Unfortunately, the current mainstream view lays too much emphasis on the external factors and conditions such as Japan’s colonial rule and U.S. aid, neglecting the more important internal factors. This article argues that factors and conditions, including Japan’s colonial rule and the U.S. aid, have indeed provided a possibility for the rise of Taiwan’s economy but they are only a possibility. It is also precisely because of this plasticity that Taiwan’s economy is likely to move toward a path of rising and may also become a path of decline. Even under the above external conditions, if not the idea of Chiang Kai-shek and his economic liberalization changed the actual leader of Taiwan’s economic reform, Yin Chung-yung, the economy may not be rising but another outcome. Therefore, we think that in the historical process of Taiwan’s economic rise, what really occupies an important position is the concept of economic liberalization spread by Jiang Shuo-jie and him. Because it is precisely that which determines the direction and nature of Taiwan’s economic development.
