根据国家计委、财政部印发《关于救灾储备化肥管理办法的通知》(计经贸(1999)577号的要求,黑龙江省政府决定在1999～2000年化肥使用年度建立省级救灾化肥储备,为了认真贯彻省级救灾储备化肥政策,最近,省物价局对救灾储备化肥收购价格和出库价格作出具体规定。一、救灾储备化肥的收购价格。国产尿素收购价格,由省农资公司与生产企业在国家规定的指导范围内协商确定,具体价格水平由省农资公司报省物价局核定。进口磷酸二铵收购价格由省物价局按照现行进口化肥调拨价格作价办法核定。二、救灾储备化肥的出库价格。按库存成本加综合差率制定。具体公式为:出库价格=[(收购价格+进货运杂费)×(1+综合差率)+(仓储费用+损耗)]。其中:①
