航空保安的基本目标是切实保护旅客、机组、地面人员、公众、航空器和服务于国际民航的机场设施安全,防止在地面上或飞行中发生的非法干扰行为。为了达到这一目的,需要动用各种措施以及人力、物力来完成航空保安体系建设。因此,航空保安体系是一个具有多侧面、多内容,涉及多个实体对象的复杂体系。然而,针对保安体系的综合评价研究凤毛麟角,我们需要用系统的、科学的方法对航空保安体系进行评价,并从各个侧面综合分析航空保安体系。
The basic objective of aviation security is to effectively protect the safety of the passengers, crew, ground crew, public, aircraft and airport facilities serving ICAO and to prevent unlawful interference with them on the ground or in flight. In order to achieve this goal, various measures need to be taken and manpower and material resources needed to complete the construction of the aviation security system. Therefore, the aviation security system is a complex system with many sides, multiple contents and involving multiple entities. However, there are few studies on the comprehensive evaluation of the security system. We need to evaluate the system of aviation security systematically and scientifically and analyze the aviation security system from all aspects.
